From disarmament to politics: the Kurdish peace process enters a new phase

Turkey’s parliament overwhelmingly approves the Framework Law providing a legal basis for the PKK’s disarmament process, but the future of the process will depend on its political and democratic dimension.
Turkey’s parliament approved on 10 August, by 468 votes to 87, with six abstentions, the Law on Strengthening National Solidarity and Social Integration, known as the Framework Law. The legislation establishes the legal framework for advancing the disarmament of the Kurdistan Workers’ Party (PKK) and the reintegration of its members.
The vote represents a significant shift in a conflict that for decades has been approached primarily through a military and security lens. But disarmament is only one part of the process. The law does not explicitly recognise the Kurdish question, resolve the situation of Abdullah Öcalan, or address many of the demands for democratisation.
Zübeyir Aydar, a member of the executive council of the Kurdistan Democratic Confederation, has warned that the new legislation should not become trapped within a “security-centred framework”, but should guarantee “freedoms and political participation” and pave the way for further reforms. He has also called for Kurds to be able to live in Turkey “with their own identity, language and culture” and for their rights to be legally guaranteed.
This is where the future of the process will be decided. Peace cannot simply mean laying down arms; it must also create the conditions for the Kurdish people to exercise their collective rights and participate politically in determining their future.
The approval of the Framework Law could be seen as an opportunity to definitively move away from the logic of confrontation and towards a political solution. But for this opportunity to take hold, Turkey will have to take the next steps: recognise the country’s plurality and guarantee the political, linguistic and cultural rights of the Kurdish people.
The law is therefore a starting point. The question now is whether Ankara is prepared to turn the end of armed struggle into the beginning of genuine democratisation.
