The SNP, Plaid Cymru and Sinn Féin sign a memorandum of understanding in Caerdydd to strengthen cooperation between the three nations and call for their right to decide their own futures democratically.

The leaders of the Scottish SNP, Welsh Plaid Cymru and Sinn Féin in Northern Ireland signed a joint declaration in Caerdydd on Monday to strengthen cooperation between their nations and reaffirm the right to self-determination. The agreement lays the foundations for closer political coordination amid the constitutional changes they believe are under way in the United Kingdom.

The document, signed by SNP leader and First Minister of Scotland John Swinney; Plaid Cymru leader and First Minister of Wales Rhun ap Iorwerth; Sinn Féin vice-president and First Minister of Northern Ireland Michelle O’Neill; and Sinn Féin president Mary Lou McDonald, argues that all nations should be able to determine their own futures through democratic means and in accordance with the wishes of their people.

“Each of our nations has the right to determine its own future, through democratic means and in accordance with the wishes of its people.”

Cooperation between nations on an equal footing

The declaration states that the political landscape across the British Islands is changing and calls for a new relationship between nations based on equality, mutual respect and cooperation. The signatories believe that the centralised model of government at Westminster has reached a turning point and call on the British government to prepare for and facilitate constitutional change in each of the territories.

The memorandum identifies four priority areas for joint work: a fairer economy, making use of their own energy resources, European and international cooperation, and the right to self-determination. The parties also share a commitment to building more prosperous economies, reducing inequalities and strengthening ties with Europe.

The meeting is particularly significant because, for the first time, Scotland, Wales and Northern Ireland have governments led by politicians committed to leaving the United Kingdom. Although the three parties hold different constitutional positions — ranging from Scottish and Welsh independence to Irish reunification — they agree that the future of each nation must not be blocked by the will of Westminster.

Through this declaration, the three parties aim to turn cooperation into a lasting political tool for promoting constitutional change and strengthening the voice of their nations. It marks a first step towards a relationship between peoples who can freely determine their own futures and cooperate on an equal footing.
